To obtain the Level 3 Keycard in RE4 remake, the player must find and acquire the Wrench, but doing so is easier said than done.
Resident Evil 4 remake tells the story of Agent Leon S. Kennedy’s quest to locate and rescue Ashley Graham, the president’s daughter, from a murderous cult in Spain. Upon arriving at his haunting destination, Leon becomes separated from his search party and is forced to continue his mission without aid.
In order to progress in Resident Evil 4 remake, the player will usually need to solve puzzles or acquire unique items that will open the ways forward. To rescue Ashley in Chapter 13, Leon needs to find a Keycard that, once upgraded, will allow him to enter different areas. The Keycard needs to be upgraded a total of three times, but upgrading it a third time requires the player to find the Wrench.
How to Get the Keycard in Resident Evil 4 Remake

Players will find Ashley imprisoned in a locked room toward the climax of Chapter 13, but they won’t be able to reach her without a fully upgraded Keycard. In order to upgrade it, however, they first need to unlock the door it’s hidden behind by flipping the Power Control Lever in the gated area just south of the Dissection Room.

Once the power has been turned on, Leon will be able to interact with the control panel in the Dissection room to unlock the room directly north of it. Inside, at the northmost wall, the Level 1 Keycard can be found.
How to Upgrade the Keycard in Resident Evil 4 Remake

When trying to leave this room, the player will be faced with a Regenerador, one of Resident Evil 4 remake’s most terrifying foes. These enemies can be stunned momentarily if they are shot enough times in the leg or head, so players should preserve their bullets and only attack when they feel the Regenerador has Leon cornered.

While avoiding the Regenerador, the player must return to the Power Control Lever in the gated area, flip the switch, and then travel to the Freezer, where they can interact with the panel at the back of the room to upgrade the Keycard to Level 2. Upon interacting with this panel, the player will need to wait for the Keycard to upgrade while avoiding attacks from a second Regenerador.

In order to reach Ashley, the Keycard needs to be upgraded one final time. To do this, Leon must unlock the Level 2 Keycard Lock just across the hall from where the Merchant is stationed, travel through Systems, and then enter the Incubation Lab. The upcoming battle can be pretty challenging, so players should return to the Merchant to save their progress before proceeding further.

At the back of the Incubation Lab, in the smaller room, the player will find a panel from which the Level 3 Keycard can be obtained, but sadly, it is impossible to access without a Wrench.
How to Get the Wrench in Resident Evil 4 Remake

According to the note just left of the panel, the Wrench was consumed by a Regenerador. Just beside this note rests a Biosensor Scope, a handy rifle attachment that, when equipped, highlights enemy heat signatures. In order to find the Regenerador that ate the Wrench, the player must attach the Biosensor Scope to their rifle and aim at each of the purple tanks in the Incubation Lab.

With the Biosensor Scope equipped, the player will be able to see the parasites inside Regeneradors. Aiming the Biosensor Scope at the correct Regenerador will also reveal a faint outline of the Wrench just inside the stomach. Once the player sees the Wrench outline, they should aim directly at one of the parasites inside the Regenerator and destroy it.

Once the three parasites inside have been destroyed, the Regenerador will collapse, allowing Leon to obtain the Wrench. With it, the panel in the northern room can be unlocked, and the Level 3 Keycard can be created. A group of enemies will attack while the Keycard is upgrading, so players should prepare themselves well before interacting with the panel, as the fight can get pretty hectic.
Once the Level 3 Keycard has been acquired, the player should backtrack to the hallway just outside the Incubation Lab, proceed through the western door, and continue down the hallway until they reach the room where Ashley is imprisoned.
